About this opportunity
The County of Orange is conducting a Request for Proposal (RFP) for a Regional Cooperative Agreement (RCA) to procure facility security and fire sprinkler systems, equipment, and related services. The solicitation covers comprehensive services including installation, maintenance, and repair of alarm systems, security automation, fire detection and suppression systems, intrusion prevention, closed-circuit television, access control, and related technical support. Qualified firms can submit proposals for one or both disciplines, with potential for aggregate contract awards across Orange County and potentially extending to other municipal, county, public utility, hospital, educational, and governmental organizations. Proposers must meet minimum qualifications and be capable of providing services outlined in the detailed Scope of Work. The RFP will evaluate proposals based on company background, work plan effectiveness, response organization, and compliance with the County's model contract. Proposals are due on May 7, 2025, at 2:00 pm, with the contract anticipated to have an initial five-year term and potential for renewal.
The procurement includes specific set-aside designations for Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) participants, requiring contractors to be certified with the California Department of General Services and maintain principal operations within Orange County. Contractors must meet specific certification requirements and will be evaluated with preference given to local and veteran-owned businesses. The contract allows for project-specific or hourly rate services on an as-needed basis, with no guaranteed usage, and includes a pricing structure of firm-fixed fees and prevailing wage hourly rates for different technician classifications during normal business and after-hours periods. Rates are established for fire sprinkler fitters/technicians, security alarm/CCTV installers/technicians, and automatic gate systems installers/technicians. Payment terms are net 30 days after invoice receipt, with the County offering an electronic funds transfer (EFT) payment option. While specific contract value is not explicitly stated, the comprehensive nature of services and potential for multi-jurisdictional use suggests a significant procurement opportunity for qualified vendors.
