About this opportunity
The Texas Department of Public Safety is soliciting electronic bids under IFB 26R0024196A for one 18-foot industrial fan, its controls, and installation services for an equine facility, with responses due November 12, 2026 at 5:00 p.m. Central Time. Bidders must submit a completed Information and Certifications Form, which the solicitation says may result in disqualification if omitted, along with a W-9 and an Application for Texas Identification Number. The certifications form requires disclosure of Historically Underutilized Business status and any applicable state preference qualifications, including Texas resident service-disabled veteran ownership and Texas-produced goods.
The scope is one fan with 240V, single-phase power capability in either POE or non-POE TCP/IP configurations with 31.5-49.5 downrod lengths, one touchscreen control unit, one fire relay Mitsu VFD, and three mechanical and three electrical installation services. The referenced brand is a Titan Fan 18' with 500 Series Fan Controller "or equivalent." Performance and build requirements include 6005A structural-grade aluminum construction, a minimum seven-inch airfoil width, at least five airfoils, anodized silver finish, a maximum speed of 95 RPM, 90-foot minimum recommended spacing, and maximum sound levels. Personnel with facility or information access are subject to background checks, and the contractor must use E-Verify.
Pricing must be submitted on the Mandatory Pricing Schedule and must include all costs, fees, licenses, and expenses as the contractor's sole compensation. DPS guarantees no minimum compensation and makes no payment until the Contract Monitor approves the commodities or services and authorizes invoicing. Funding is subject to DPS budgetary constraints, and pricing and terms cannot change after award. The contract term is one year from the effective date. Bidders must provide evidence of financial ability through audited statements for the last two years, a Dun & Bradstreet Business Information Report, or a detailed statement of financial stability. DPS may terminate for convenience on thirty days' notice, and all contracts are non-exclusive.
The solicitation was posted October 28, 2026, and award follows the response deadline. Responses may be emailed to DPS_Solicit_Response@dps.texas.gov or submitted through the optional DPS Online Bid Room, where registration can take up to two business days.
