About this opportunity
The Commonwealth of Pennsylvania, specifically the Department of Conservation and Natural Resources (DCNR) Bureau of Forestry, is seeking a facility contractor to host their 2017 Forest Fire Weekend Training from June 23-25, 2017. The procurement is an Invitation for Bids (IFB) for a facility located within a 15-mile radius of Lewisburg, Pennsylvania, capable of accommodating 120 participants including Bureau personnel, volunteer Forest Fire Wardens, and Support Crew members. Required services include providing lodging, meeting rooms, meals, and breaks for the training event. The contractor must have an on-site contract administrator for the entire contract period and meet specific requirements for room types, meeting spaces, and catering services. Bids must be submitted electronically through the Pennsylvania Supplier Portal by January 4, 2017, with bid results to be posted online within three business days of the opening. The contract will be awarded to the lowest responsible bidder, with the Commonwealth reserving the right to inspect facilities prior to award. Evaluation criteria will focus on pricing, facility location, and ability to meet the detailed specifications outlined in the Statement of Work.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The contract is an Established Price Contract using the Commonwealth's standard terms and conditions, with a contract term from the date of execution through June 25, 2017. While no incumbent vendor was identified, the solicitation indicates that the bid price shall not exceed state-established maximum rates. The Commonwealth will be tax-exempt and expects the contractor to make efforts to reduce waste and potentially donate excess prepared food. No specific budget range was provided, but the procurement emphasizes cost-effectiveness as a key selection criterion. The Commonwealth will not provide travel or per diem expenses for the contractor, and the contract appears to be a one-time event with no renewal options mentioned. Interested bidders must carefully review the Statement of Work and Invitation for Bids to ensure complete compliance with all specified requirements.
