The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on facility fire sprinkler system installation and repair services at the San Angelo State Supported Living Center (SASSLC) in Carlsbad, Texas under IFB HHS0017607, with bids due August 26, 2026 at 10:30 AM and questions due August 20, 2026 at 12:00 PM.
The scope includes measuring, estimating, removing, installing, and repairing fire sprinkler systems and backflow devices; troubleshooting and reprogramming fire alarm control panels; replacing gauges and waterflow or tamper switches; removing and replacing defective piping sections; and converting pre-action sprinkler systems to wet-pipe systems. All work must occur during normal business hours (8:00 AM to 5:00 PM, Monday through Friday, Central Time) with an eight-hour response time requirement unless extended by the contract manager. The contractor must be located within a 100-mile radius of the facility and provide written estimates before commencing repairs.
Bidders must demonstrate a minimum of three years of relevant experience and provide three verifiable references for similar services within the past three years. Required insurance includes workers' compensation, commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000). Background checks through the Texas Department of Public Safety are required for all contractor and subcontractor personnel at contractor expense.
The initial contract term runs September 1, 2026 through August 31, 2029 with no renewal options but potential for up to one additional year of extension at HHSC's sole discretion. The historical monetary value for the same or similar services is $24,000 for September 1, 2025 through August 31, 2026, provided as a guideline only. Pricing must be submitted as firm, fixed hourly rates for Fire Sprinkler Technician labor (normal and outside business hours) and materials/parts markup not exceeding 20 percent on Exhibit C. Price adjustments may be considered at HHSC's sole discretion based on Bureau of Labor Statistics CPI-W or CPI-U for Region VI or Federal Minimum Wage Rate increases. HHSC reserves the right to make single or multiple awards based on best value considerations including ability to meet requirements and delivery performance in addition to pricing.
