About this opportunity
Bibb County Public Schools in Georgia is requesting proposals for a districtwide Facility Condition Assessment, with proposals due September 14, 2026 at 8:00 a.m. EST and a pre-bid meeting on Microsoft Teams on September 2 at 9:00 a.m. EST. Questions are due September 8 at 8:00 a.m. EST.
The scope encompasses a comprehensive multidisciplinary assessment of all District facilities except six specified schools (Bernd Elementary, Williams Elementary, Matilda Hartley Elementary, Skyview Elementary, Union Elementary, and Ingram Pye Elementary). The assessment will evaluate physical condition, remaining useful life, deficiencies, and anticipated capital needs to support strategic planning. Deliverables include a districtwide executive facility assessment report, individual facility assessment reports, facility condition index calculations, detailed deficiency listings with cost estimates, prioritized improvement recommendations, a multi-year capital improvement plan, and an executive presentation to District leadership.
The selected firm must employ a licensed architect and licensed professional engineer as core team members and demonstrate prior experience with K-12 school districts or comparable public-sector organizations. This is a one-time contract with optional renewal if deemed necessary by the District.
Evaluation is based on 100 total points across seven criteria: Firm Qualification and Experiences (20 points), K-12 Public Facility Assessment Experiences (20 points), Proposed Methodology and Approach (25 points), Qualification of Proposed Project Team including Architect and Engineer (15 points), Project Schedule (10 points), and Cost Proposal (10 points). The District will award to the responsible bidder offering best value and reserves the right to reject all bids, negotiate with offerors, or conduct multi-award contracts. All proposals must be submitted electronically through BONFIRE at https://bcsdk12.bonfirehub.com/portal/?tab=openOpportunities; paper submissions are not accepted. Standard compliance requirements include nondiscrimination policies, minority and small business enterprise utilization, drug-free workplace certification, and all applicable federal, state, and local laws.
