About this opportunity
The Massachusetts Department of Conservation and Recreation is requesting proposals for mowing and mulching services within Myles Standish State Forest under the statewide FAC 120 Landscaping Services contract vehicle, with proposals due September 17, 2026, and a site showing on September 3, 2026. This procurement is governed by prevailing wage requirements under Massachusetts General Law Chapter 149, Sections 26 and 27D.
The scope spans mowing and stump grinding across four firebreak sections totaling 27.2 miles: Section 1 (7.7 miles), Section 2 (8.7 miles), Section 3 (8.3 miles), and Section 4 (2.5 miles). Firebreaks are either 20 or 32 feet wide. Work includes mowing vegetation to within 1 inch of ground level, grinding stumps to grade, pruning overhanging limbs to 12 feet height, and dispersing resulting mulch at a maximum depth of 3 inches. Vendors must submit lump-sum bids for each section separately and provide equipment lists with make, model, and age; employee qualifications and certifications; certified copies of subcontractor insurance policies meeting FAC 120 requirements; and three relevant references. All mechanical operations are limited to weekdays, 8:00 a.m. to 5:00 p.m. The contractor is responsible for all permits, equipment cleaning, debris removal, site protection, OSHA compliance, and a one-year warranty on workmanship.
The estimated contract value is $40,000. Work is scheduled to commence December 1, 2026, and be completed by April 14, 2027, representing an estimated 2–3 week project duration. Evaluation criteria include total project cost, qualifications and demonstrated capability, experience with similar public-sector projects, and ability to meet scope requirements. Questions are due September 10, 2026, at 5:00 p.m. The estimated award date is October 1, 2026.
