About this opportunity

The Centre County Recycling and Refuse Authority (CCRRA) is soliciting sealed bids for the fabrication and purchase of ten (10) carbon steel wire roll-off containers through an Invitation for Bids process. The procurement requires containers matching an exact prototype available for inspection at the CCRRA Transfer Station/Administrative offices located at 253 Transfer Road, Bellefonte, Pennsylvania. All prospective bidders must schedule a mandatory appointment to examine the prototype to be eligible for bid submission; appointments can be arranged by contacting Regan Hosterman, Operations Manager, or Nick Peters, Assistant Operations Manager, at 814-238-7005 between 8:00 AM and 2:00 PM, Monday through Thursday. The containers must be fabricated with approximate dimensions of 7'9" x 14' x 6'3" tall using A36 carbon steel with all materials produced in the United States in compliance with Buy American requirements, including melting and manufacturing processes. Each container shall be painted with red enamel primer and furnished with two (2) specified casters with no substitutes permitted, include stiffeners above the casters on the steel plate floor, and feature hinges at one end and a forklift/hook truck connection at one end. Electronic bids must be submitted via the PennBid Program with a deadline of 1:00 PM prevailing time on Friday, May 22, 2026, with bids valid for sixty (60) days from opening. The successful bidder must provide a single lump sum bid price for all ten containers and submit certification of domestic origin for all steel materials used. CCRRA reserves the right to accept or reject any or all bids and to waive any minor informality, with bid results subject to further review and not constituting an award issuance.

The procurement document does not specify set-aside designations or restrictions limiting bidder eligibility to disadvantaged or minority-owned enterprises. No incumbent vendors or current contractors are identified in the solicitation materials. The primary restriction on participation is the mandatory requirement for all bidders to physically inspect the prototype container prior to bid submission, which effectively limits eligible bidders to those capable of visiting the Bellefonte facility during the specified inspection window. No budget range or estimated award value is disclosed in the available procurement documents, though the competitive sealed bid process suggests pricing will be determined through competitive market evaluation. The specific award value will be contingent upon the successful bidder's lump sum price for the fabrication and delivery of all ten containers meeting the prototype specifications.
