About this opportunity

The Minnesota Department of Natural Resources, acting through the State of Minnesota's procurement office, is requesting proposals for specially formulated aquafeed for trout and muskellunge across multiple DNR hatchery locations throughout Minnesota under RFP F-436, with proposals due October 1, 2026 at 2:00 PM CDT and questions due September 23, 2026 at 2:00 PM CDT.

The RFP is divided into three categories evaluated separately: Category A (aquafeed and medicated feed for trout, 54 line items); Category B (aquafeed for trout, 57 line items); and Category C (aquafeed for muskellunge, 16 Otohime-branded or approved equivalent line items with pellet sizes from 75 microns to 10.0 millimeters). Responders may bid one or more categories. All aquafeed must be newly manufactured, commercially available, compliant with FDA Good Manufacturing Practices, and meet National Research Council nutritional requirements. A 100-day guarantee on wholesomeness, palatability, nutritional analysis, and vitamin content is required. Responders may propose alternative brand name products meeting specified proximate analysis, with pre-approval requests due by September 23, 2026.

Responders must hold current registration with the Minnesota Department of Agriculture for aquafeed sales at time of response. The estimated one-year contract value is $175,000 to $190,000, representing neither minimum nor maximum obligation. Contract term runs October 19, 2026 to December 31, 2027, with deliveries to eight DNR hatchery locations on a mutually agreed or as-needed schedule. All shipments are FOB Destination with 30-day delivery requirement from order receipt; will-call orders require 25-day preparation. Deliveries are scheduled approximately February 1, May 1, August 1, and November 1 annually.

Evaluation occurs in three phases: Phase 1 assesses pass/fail responsiveness requirements; Phase 2 scores acceptance of State terms (100 points), cost detail (900 points maximum), and preference points for targeted-group, economically disadvantaged, and veteran-owned businesses (120 points maximum); Phase 3 selects finalists based on best value. Responders must submit three separate price schedules with per-pound pricing and exclude freight costs. Cost proposals and terms remain firm for 90 days. Medicated feed from Category A is designated desired only. The State reserves the right to award to single or multiple responders or reject all responses.
