About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations on behalf of the Maine Department of Transportation (MDOT) for a one-time purchase of 199 extruded aluminum sign panels, with quotations due August 18, 2026 at 4:00 p.m. Eastern Standard Time. No set-asides or preferences are stated.
The scope consists of four commodity lines totaling 199 panels: 30 units of 12-inch-by-8-foot, 100 units of 12-inch-by-10-foot, 32 units of 12-inch-by-12-foot, and 37 units of 12-inch-by-16-foot. All panels must be single, continuous 12-inch-wide extruded aluminum with specified cross-section, interlocking edge configuration, center reinforcing rib, and slotted holes measuring 7/16-inch by 7/8-inch positioned at 12-inch centers. Aluminum must conform to ASTM B221 and be manufactured from one of three alloys and tempers: 6063-T6, 6005-T5, or 6061-T6.
Bidders must submit unit prices for all four commodity lines; partial bids are not accepted. All costs — materials, extrusion and fabrication, cutting, punching, slotting, surface preparation, packaging, freight, delivery, unloading, and fuel surcharges — must be included in unit pricing and structured as Free on Board (FOB) Destination to MDOT's Sign and Electrical Shop in Augusta, Maine. Complete delivery is required within forty-five calendar days after receipt of the Buyer Purchase Order. Quotations must be submitted through the State of Maine's Advantage Vendor Self Service (VSS) electronic procurement system.
Bidders must provide manufacturer literature, extrusion drawings showing cross-section and dimensions, equivalency documentation for specified items identified as equivalent, and warranty information. The State is exempt from federal, state, and local taxes and requests tax-exclusive quotations. Payment is anticipated on net 30 basis. No surcharges on credit or debit card purchases are permitted under Maine statute 9-A MRSA 8-509(1). Award will be made to the lowest-priced qualified bidder. The State reserves the right to make one, multiple, or no award.
