About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, procuring on behalf of the Energy and Environment Cabinet, is requesting bids on laboratory extraction equipment under RFB 758 2600000642, with bids due June 18, 2026 at 1:30 PM EST (extended from June 11 via Addendum 1). Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations may receive preference equal to 15–20 percent of maximum points.
The scope comprises four line items, two units each: 8-channel, 7-solvent SPE-03 extractors with PTFE tubing, ceramic composite valves, power supply, and maintenance kit; upright sample loading racks for 1-liter bottles compatible with SPE-03/Presto/OttoPure; SPE-03 integrated dual line top-down sample bottle adapters with rinse lines; and SPE disk and large cartridge configuration kits with integrated PTFE tubing and mounting screws. All equipment must be new, current-year models in first-class condition with instruction and operating manuals. Delivery is to the Division of Environmental Services Lab, 100 Sower Boulevard, Suite 104, Frankfort, Kentucky. Bidders must quote all four line items; bids omitting any item will be deemed non-responsive. Multiple models per item are not permitted.
Award uses best value ranking: 95 points for price (lowest price receives maximum points) and 5 points for delivery time in working days (lowest delivery time receives maximum points). Prices must be F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise tax and Kentucky sales or use tax. Price adjustments are prohibited during the first twelve months; increases thereafter require written justification based on industry-wide changes and 30 days' advance notice. This is a one-time award with no renewal options.
Prior to award, successful bidders must submit proof of Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Kentucky Tax Registration Application (Form 10A100) if applicable, and affidavits claiming resident or qualified bidder status if applicable. Electronic submission through the Commonwealth's eProcurement system (Vendor Self Service portal) is required.
