About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Energy and Environment Cabinet, is issuing a Request for Bid (RFB) for laboratory extraction equipment to be delivered to the Division of Environmental Services Lab in Frankfort, Kentucky. The procurement consists of four line items: two 8-channel, 7-solvent SPE-03 extractors with PTFE tubing and accessories; two sets of upright sample loading racks for 1L bottles compatible with SPE-03/Presto/OttoPure systems; two SPE-03 integrated dual line top-down sample bottle adapters with rinse lines; and two SPE disk and large cartridge configuration kits. All equipment must be new, current-year model, in first-class condition, and delivered F.O.B. Destination with freight prepaid. Vendors must submit written questions by May 7, 2026, at 12:00 PM, with bids due electronically through the Commonwealth's eProcurement system by May 12, 2026, at 1:30 PM. Awards will be made on a best value basis using a 95-point price weighting and 5-point delivery time weighting, with delivery time specified in working days and subject to a one percent per-day late delivery penalty. All prices must exclude federal excise taxes and Kentucky sales or use taxes and remain firm for twelve months. Prior to award, bidders must provide a Certificate of Insurance with minimum Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, complete a notarized affidavit attesting compliance with Kentucky campaign finance laws, and obtain Kentucky tax registration.
This is a one-time award contract with no optional renewal periods. Reciprocal preference will be applied to Kentucky resident bidders, and qualified bidders including Kentucky Correctional Industries and Kentucky Industries for the Blind are eligible for additional preferences. The solicitation does not identify an incumbent vendor or reference integration with existing infrastructure. Bidders must comply with accessibility standards and nondiscrimination provisions and submit all required affidavits and certifications before contract award. No specific budget range or award value is disclosed in the procurement documents, indicating that the contract will be awarded to the lowest-priced responsive and responsible bidder meeting all specifications and evaluation criteria.
