About this opportunity
The City of Seneca, South Carolina is requesting sealed bids for exterior masonry repointing and painting at the former Seneca Middle School property under RFB-2026-03-COS, with bids due September 28, 2026 and a mandatory pre-bid meeting on September 3, 2026. A local preference provision allows qualifying local bidders within 5 percent of the lowest non-local bid to match that bid.
The scope encompasses two distinct structures on the property at 810 W South 4th Street: the remaining portion of the former school building (Work Area A, excluding a demolition-interface quad of classrooms) and a separate freestanding brick utility building of approximately 1,400 square feet (Work Area B). Work includes masonry inspection, repointing of deteriorated mortar joints, low-pressure water cleaning (maximum 600 psi; sandblasting and high-pressure washing prohibited without prior written approval), sealant removal and replacement at windows and doors, priming with PPG Perma-Crete or approved equal, two finish coats of PPG Acri-Shield Max Exterior Latex or approved equal, metal coping preparation and painting, and final cleanup. Bidders must inspect both structures and estimate repointing quantities independently; the bid schedule combines two lump-sum items for surface preparation and painting at each structure with two unit-price items for repointing measured in linear feet.
The contractor must commence work within thirty days of award and complete within ninety days, with concurrent work on both structures. The awarded contractor furnishes performance and labor-and-material payment bonds in the full contract amount, general liability insurance with $1 million each-person and each-accident limits, automobile liability with matching limits, and statutory workers' compensation insurance. The contractor warrants painting work for one year from final acceptance and repointing and masonry repair for two years. Monthly payments will be made less 10 percent retainage, with liquidated damages of $225 per calendar day for schedule overruns.
