About this opportunity

The City of Greenville, North Carolina, through its Project Management Department, is soliciting informal bids for exterior insulation and finish system (EIFS) repair and painting services at the Greenville Aquatics Fitness Center located at 921 Staton Road, Greenville, NC. The scope of work requires contractors to furnish all labor, materials, and equipment necessary to clean EIFS surfaces, repair cracks and delamination areas, replace plywood soffits with new EIFS system at the right rear of the facility, and apply EIFS-compatible acrylic coating with proper surface preparation and priming. Qualified contractors must comply with all OSHA safety guidelines, obtain required permits, maintain workers' compensation insurance with statutory North Carolina limits, and carry commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate; they may also be required to provide builders risk coverage. Contractors must submit bids by Thursday, May 14, 2026, at 2:00 PM via email to mwatson@greenvillenc.gov or hand-delivered to the Jaycee Park Administrative office, with work commencing within 10 days of purchase order receipt and completing within 30 days thereafter, weather permitting. Questions regarding the bid must be directed to Mike Watson, Project Coordinator, by 10:00 AM on Monday, May 11, 2026. Bidders must provide pricing as a net amount on the supplied Bid Submittal Form (Attachment B), accompanied by a Reference Information Sheet, and furnish a minimum two-year workmanship warranty plus the manufacturer's material warranty for the coating system; failure to complete work within the specified timeframe will result in liquidated damages of $150 per calendar day.

The City of Greenville has established diversity goals requiring 10% Minority Business Enterprise (MBE) and 6% Women Business Enterprise (WBE) participation on this project. All contractors must comply with e-verify requirements and register as new vendors with the City's online portal if not previously registered. The bid is binding for 60 days after opening, and the City reserves the right to reject any and all bids. No budget range or award value is specified in the procurement documentation; however, interested contractors should note that the City is tax-exempt, permitting the separate listing of sales taxes but prohibiting federal excise and transportation taxes, with all work required to be FOB Greenville, NC. A site visit is recommended but not required for prospective bidders, and no pre-bid meeting has been scheduled for this project.
