About this opportunity
The Madison Metropolitan School District (MMSD) Building Services department is seeking professional consulting services for Exterior Envelope and Roofing projects through a Request for Proposals (RFP2022-03). The district operates 49 school buildings across a 72-square-mile area and requires qualified consultants to support comprehensive exterior envelope projects, including storm water management, civil engineering, roofing rehabilitation, retrofits, and conversions. Consulting services will encompass program verification, building envelope investigations, schematic drawings, design development, life cycle cost analysis, structural engineering, roof design and replacement, ADA compliance, LEED certification options, and construction administration. The RFP will award up to five vendors on an as-needed basis, with proposals due by 12:00 p.m. on February 1, 2024. The selection committee will evaluate proposals across multiple criteria, including firm information (mandatory), MBE/WBE status (5 points), compensation (20 points), key personnel (20 points), completed projects (15 points), qualifications (15 points), managerial structure (10 points), supporting information (10 points), and references (5 points), totaling 100 possible points. The contract term will extend from February 2024 through August 2027, with potential automatic renewal for two additional one-year periods.
The RFP encourages proposals from consultants with capabilities in various disciplines, including construction administrators, roofing consultants, exterior envelope designers, civil engineers, estimators, specification writers, structural engineers, surveyors, drafters, and CAD technicians. Contractors must maintain specific insurance requirements, including worker's compensation insurance, commercial liability insurance of at least $1,000,000, and motor vehicle insurance of $1,000,000 per occurrence. The district emphasizes compliance with affirmative action requirements and equal employment opportunity policies. While specific set-aside designations are not explicitly detailed, the RFP does allocate points for MBE/WBE (Minority/Women-owned Business Enterprise) status, suggesting a preference for diverse vendor participation. The MMSD is exempt from Federal Excise Tax and Wisconsin State Sales Tax, and the district reserves the right to cancel contracts with thirty days' written notice or for non-performance. Compensation will be structured as a percentage of total construction cost or through hourly rates, with proposers required to submit detailed fee schedules for various professional services.
