About this opportunity

Loudoun County, Virginia is requesting bids from a qualified General Contractor specializing in historic preservation for exterior rehabilitation of the Valley Bank building in Leesburg, with bids due July 28, 2026. The project must comply with the Secretary of the Interior's Standards and Guidelines for Historic Preservation, a mandatory capability filter for bidders.

The scope encompasses selective demolition and replacement of thirty-eight exterior windows and two exterior doors; masonry restoration and rehabilitation; stormwater systems improvements; exterior finishes and roof coatings; and site improvements. The rehabilitation must address failing exterior components, improve the facade, and enhance Americans with Disabilities Act accessibility while preserving the historic character of the original structure. Work occurs in a constrained urban downtown setting with limited delivery routes; the successful contractor must maintain minimal disruption to Loudoun County Government operations and neighboring businesses and manage a clean and safe worksite throughout execution.

Bidders must demonstrate expertise in historic preservation, meticulous planning capability, and experience managing complex rehabilitation projects in tight urban environments subject to Federal Preservation Guidelines compliance. The IFB document does not specify contract value, contract term, incumbent contractor information, set-asides or preference programs, evaluation criteria, pre-bid meeting or site-visit dates, or question deadlines.
