About this opportunity

The South Dakota Department of Health (SD DOH) is seeking a qualified partner to conduct an Extended Downtime Health Care Delivery Impact Assessment for the South Dakota Health Care Coalition (SD HCC). This comprehensive assessment will evaluate the impact of non-cyber-related events that disrupt healthcare operations across approximately 180 healthcare facilities statewide, including long-term care, public health, and emergency medical services. The primary objectives include assessing facilities' capacity to maintain critical services during extended downtime events such as IT system outages, network failures, utility interruptions, medical equipment malfunctions, and natural disasters. Ideal respondents must demonstrate expertise in healthcare cybersecurity, healthcare coalitions, public health, emergency management, hospital incident command systems (HICS), and healthcare facility operations. The RFP (#25-0901005-013) requires detailed cost proposals and will evaluate bidders based on specialized expertise, available resources, past performance, project locale familiarity, and project management capabilities. Proposals are due February 17, 2025, with a contract period anticipated from March 1, 2025, through June 30, 2025. Potential vendors may submit questions to Lesley-Ann Pont at lesley-ann.pont@state.sd.us, with a deadline for inquiries prior to the proposal submission date.

The RFP does not specify any specific set-aside designations or restrictions on responding organizations, suggesting that qualified vendors from various backgrounds may submit proposals. The department notes a related RFP (#25-0901005-012) for Cybersecurity Assessment and encourages vendors to submit proposals for both opportunities if appropriate. While no specific budget range is explicitly stated in the provided documents, the comprehensive nature of the assessment suggests a substantive procurement opportunity. The assessment will focus exclusively on SD HCC members and will not include physical plant assessments or cybersecurity evaluations, which will be handled through separate initiatives. Collaborative workshops and training sessions may potentially emerge from the assessment findings, though these are not mandated deliverables. The scope of work will involve a detailed examination of critical clinical and operational functions, including emergency services, intensive care units, medical imaging, pharmacy, and laboratory services. More detailed information about key stakeholders and facilities will be provided after contract award, indicating a potential for in-depth engagement with the selected vendor.
