About this opportunity
The City and County of San Francisco's Recreation and Park Department is soliciting bids under re-advertised Contract No. CON27-0007R to retrofit the irrigation system at Lincoln Park Golf Course, with bids due October 29, 2026 at 2:30 p.m. The contract is a Micro-LBE set-aside open only to CMD-certified Micro-LBEs holding a Class A or C-27 license. If fewer than two Micro-LBEs bid, the contract may be rejected, and bidders with pending applications, denied or revoked certifications, or pending appeals are ineligible. Attachment A also describes a Pilot Neighborhood/Zip Code LBE bid discount of 1 percent for Neighborhood LBEs or 1.5 percent for Project Zip Code LBEs on eligible San Francisco projects estimated between $20,000 and $10 million.
The solicitation has two lump-sum bid items: the Lincoln Golf Course Irrigation Retrofit and an Archaeological Monitor. The work includes trenching, electrical work, and irrigation installation. It replaces an existing Hunter ACC 2-wire controller with a Toro Smart Hub system, adds Toro Lynx decoders to existing remote control valves, and installs about 18 new rotary sprinklers. Recycled-water mains use purple C900 PVC, and the scope includes grounding and surge protection. The contractor must keep the 18-hole course open with one fairway closed at a time and have it ready for weekend and holiday play by 4:30 p.m. the preceding day. Bidders must show five years of similar-scope irrigation experience and at least one completed 18-hole golf course or sports field irrigation project within five years, with a computerized control system and a minimum of 1,600 sprinklers. The prime contractor must perform at least 25 percent of the work directly and serve a commercially useful function. Subcontractors should be Micro-LBE certified to the maximum extent possible, and no subcontracting goal applies. Required deliverables include pressure testing at 150 PSI minimum, five days of automatic system operation before final acceptance, and a one-year warranty. Performance and payment bonds must equal 100 percent of the contract amount. The work is subject to California prevailing wage requirements with certified payroll reporting, and the project must achieve 75 percent diversion under San Francisco's Mandatory Recycling and Compost Ordinance.
The posted cost estimate is $408,000, and the Request for Bid states a maximum estimated value of $1.17 million. The contract allows 60 calendar days from Notice to Proceed for substantial completion and 15 additional calendar days for final completion. Liquidated damages are $1,500 per calendar day for missing substantial completion and $500 per day for missing final completion. Work is performed at Lincoln Park Golf Course, 300 34th Avenue, San Francisco, California 94121. The City will award to the lowest responsible bidder within 90 days of bid receipt. Bids are emailed to bridget.webster@sfgov.org, must be in U.S. dollars, and are due October 29, 2026 at 2:30 p.m. PDT. The bidding period opened October 22, 2026 at 8:55 a.m. PDT. No pre-bid meeting will be held, though a site inspection is recommended. The primary contact is Bridget L. Webster at 415/831-2765.
