About this opportunity
The Office of Community Investment and Infrastructure (OCII), the successor to the Redevelopment Agency of the City and County of San Francisco, is requesting proposals for monitoring and maintenance services on the Essex Street Hillside property, a 10,619 square-foot vacant parcel south of 25 Essex Street, with proposals due September 25, 2026 at 4:00 p.m. and a pre-submission meeting and site visit on September 9, 2026 at 8:30 a.m. First consideration in contract award is given in order to Project Area Small Business Enterprises (SBEs) located within the Transbay Redevelopment Project Area, Local SBEs within San Francisco, and other SBEs outside San Francisco; the opportunity is open to all businesses with a preference for SBEs.
The scope includes weekly property inspections for trash, graffiti, vandalism, and dumping; weekly trash removal; grass and weed maintenance to a maximum of 12 inches high; tree inspection and maintenance per City of San Francisco pruning standards; and photography during each weekly inspection for inclusion in monthly invoices. The contractor must maintain general liability insurance of $2 million per occurrence, automobile liability of $2 million per accident, and workers' compensation with employer's liability limits of $1 million. The contractor must comply with OCII's nondiscrimination, minimum compensation, health care accountability, and prevailing wage policies.
The contract term is 36 months with the possibility of three one-year extensions at the discretion of the OCII Executive Director. The proposer's budget must include an annual cost escalation option equal to the lesser of the Consumer Price Index increase for the San Francisco-Oakland-San Jose metropolitan area or 3 percent, and must include a $10,000 annual contingency for corrective tree pruning and cleanup needs. Selection criteria prioritize experience with comparable property maintenance projects, compliance with OCII policies, proposed staffing and budget, and public interaction capabilities. Written questions are due September 11, 2026 at 4:00 p.m. The selected contractor will be announced the week of October 12, 2026, with contract execution targeted for no later than January 21, 2027.
