About this opportunity

The Maryland Department of Juvenile Services (DJS) is conducting a non-competitive negotiated procurement for Multi Systemic Therapy (MST), Multi Systemic Therapy Emerging Adults (MST-EA), and Family Centered Treatment (FCT) services in Baltimore City and County for Fiscal Year 2025. The procurement seeks licensed providers to deliver non-residential services for youth under DJS supervision, with specific average daily population (ADP) requirements: 20 youth for MST, 16 youth for MST-EA in Baltimore City and County, and 10 youth for FCT in Baltimore City. Providers must have a current rate issued by the Maryland State Department of Education Interagency Rate Committee and comply with State Finance and Procurement regulations under COMAR 21.05.12. Key objectives include providing therapeutic interventions for at-risk youth, with DJS offering 85% capacity reimbursement for the first four months to account for program start-up. The procurement requires providers to submit a written General Expression of Interest Letter or Email detailing their program capabilities, organizational structure, and service delivery approach. Responses must be received by 3:30 pm local time on January 15, 2025, with questions accepted until January 8, 2024, through contact with Ronald Colbert at (443) 540-0929 or Ronald.Colbert@maryland.gov.

The procurement is subject to Minority Business Enterprise (MBE) subcontracting goals, with the specific percentage determined by service type and MBE availability in the provider's location. Providers are encouraged to seek MBE certification through the Maryland Department of Transportation (MDOT), with potential contract values exceeding $25,000. The solicitation does not specify incumbent vendors but emphasizes fair and equal treatment for providers submitting acceptable or potentially acceptable expressions of interest. Potential respondents must be licensed to operate non-residential services and possess demonstrated expertise in youth intervention therapies. While specific budget ranges are not explicitly stated, the procurement covers services for multiple youth populations across Baltimore City and County, suggesting a significant potential contract value. The procurement follows COMAR 21.11.03.09 guidelines and is designed to identify qualified providers capable of delivering specialized therapeutic services to youth under DJS supervision, with a focus on comprehensive, system-wide intervention approaches.
