About this opportunity

The Maryland Department of Health's Office of Population Health Improvement is issuing a Request for Applications to expand accredited Community Health Worker certification training programs across Maryland, with applications due November 11, 2026 at 4:00 PM EST via the eMaryland Marketplace Advantage system. A pre-proposal conference is scheduled for October 28, 2026 from 9:30–10:00 AM via video call.

Applicants must be social organizations as defined by Maryland law—nonprofits with 501(c)(3) tax-exempt status, local or state government agencies, or public colleges and universities—and must maintain an operational office in Maryland, be registered with the Maryland Department of Assessments and Taxation in good standing, and hold current eMMA registration. Mandatory requirements include performing at least 51 percent of work internally and maintaining a currently accredited CHW certification training program.

The scope requires each awarded organization to recruit, enroll, and train a minimum of five Maryland Community Health Workers at no cost to students and support their eligibility for Maryland CHW certification. Grant funds may also support supplies and materials such as loaner laptops and textbooks to address enrollment barriers. Successful applicants must meet monthly with the OPHI CHW Team and submit quarterly expenditure reports by April 15, 2027 and August 15, 2027, along with bimonthly performance data covering recruitment numbers, enrollment figures, program completion rates, and details of student support supplies provided.

The contract term runs approximately eight months from December 1, 2026 through July 30, 2027. Multiple awards are anticipated and the combined total funding does not exceed $150,000. This is a firm fixed-price agreement funded entirely by the Centers for Disease Control and Prevention under grant CDC-OE22-2203 for Public Health Infrastructure.

Opportunity text

The Maryland Department of Health's Office of Population Health Improvement (OPHI) is issuing this Request for Applications (RFA) to expand the number of trained and certified CHWs in Maryland. The RFA is being issued for Community Health Worker Training Programs accredited by MDH to expand access to training for at least five (5) Maryland Community Health Workers (residing or employed in Maryland) per awarded organization, ultimately leading to the student's eligibility for Maryland CHW certification. Additionally, the awardee may use grant funds for the provision of supplies and materials (e.g., loaner laptops, textbooks) for the enrolled CHW students to address barriers to and support their completion of the accredited training program.
