About this opportunity
The Commonwealth of Kentucky's Department of Corrections, through its Finance and Administration Cabinet, is procuring commercial-grade exercise equipment for the BCC Medical Facility located at 3105 Spurr Road, Lexington, Kentucky. This Request for Bid (RFB) solicitation seeks five pieces of exercise equipment: one treadmill, one commercial elliptical, one upright exercise bike, one commercial-grade stair climber, and one recumbent exercise bike. All equipment must meet commercial-grade standards designed for high-volume daily use with weight capacities of 400-450 pounds and must be new, current-year models in first-class condition. Equipment specifications include detailed requirements such as treadmill running deck dimensions of 60 inches by 22 inches with 0-15 percent incline capabilities, elliptical stride lengths of 18-24 inches, stair climber step heights of 8-9 inches with speeds up to 190 steps per minute, and touchscreen or LED console displays. All pricing must be inclusive of shipping, handling, installation charges, and quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with pricing exclusive of federal excise tax and Kentucky sales or use tax. Vendors must submit written questions by May 13, 2026 at 10:00 AM ET, with bids due electronically through the Commonwealth eProcurement system by May 21, 2026 at 1:30 PM ET, followed by a bid reading at 3:30 PM ET via conference line. The solicitation mandates that all equipment include a minimum seven-year warranty on frames and five-year warranty on parts and labor at no additional cost. Award will be made on a best value basis using the following evaluation criteria: Price (90 points), Delivery in working days (10 points), and Warranty (Pass/Fail); bids failing to meet warranty requirements will be deemed non-responsive. Vendors must bid all line items; bids offering less than all items will be deemed non-responsive.
Kentucky resident bidders may receive reciprocal preference against nonresident bidders, and qualified bidders including Kentucky Correctional Industries may receive additional preference points, with Kentucky Correctional Industries receiving a 20 percent preference and other qualified bidders receiving 15 percent preferences. Bidders claiming resident bidder status must attest to being authorized to transact business in Kentucky and have, for the year prior to advertisement, filed Kentucky corporate income taxes, made payments to the Kentucky unemployment insurance fund, and maintained an active Kentucky workers' compensation policy. Qualified bidder status claims must demonstrate compliance with 200 KAR 5:410(3) requirements, including being a nonprofit corporation furthering specified purposes or a qualified nonprofit agency for individuals with severe disabilities employing such individuals for at least seventy-five percent of direct labor hours. Vendors must complete vendor registration in the Commonwealth eProcurement System at least 24-48 hours prior to submission and provide evidence of Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance if performing delivery or onsite services. All proposals must remain valid for a minimum of 60 calendar days after the bid due date, and past vendor performance may be considered in award determinations, with vendors demonstrating poor performance in the last 12 months potentially deemed non-responsible. The equipment will be used exclusively by agency employees and not by inmates. No specific budget range or award value has been disclosed in the solicitation documents.
