About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for the purchase of one new 2026 or newer John Deere 130P-Tier medium crawler excavator in the 14-16 ton class (or approved equivalent) on behalf of the Department of Inland Fisheries & Wildlife, with quotations due September 11, 2026 at 4:00 p.m. EST.

The excavator must be equipped with steel tracks, a climate-controlled cab, hydraulic thumb, pin grabber for bucket and accessory changes, 60-inch ditching bucket, and forestry mulcher. The machine must be fully configured to operate specified attachments and comply with 100 detailed specifications documented in manufacturer literature. The selected vendor must maintain a factory-authorized Maine service facility within 70 miles of Augusta capable of providing warranty work and basic maintenance.

Delivery is FOB Destination to the MDIFW Engineering shop at 2 Hatchery Road, Augusta, Maine, with immediate delivery preferred. All shipping charges are included in the quoted price. The vendor must provide the first service, a five-year warranty on the excavator, and a one-year warranty on all attachments. Upon delivery, the excavator will be inspected and may be refused if deemed unacceptable, with return costs borne by the vendor.

Quotations must remain valid and binding for 180 days from bid opening. Award will be made on a best value basis to the lowest-priced qualified bidder meeting or exceeding all specifications, with delivery time as a potential evaluation factor. The State reserves the right to negotiate the purchase of additional units at the bid price for six months following the award. All questions must be submitted through the Q&A function no later than 48 hours prior to the deadline. Submissions are required through the State of Maine's AdvantageME Vendor Self Service system. Payment terms are net 30 upon receipt of an accurate invoice.
