About this opportunity

The Judicial Council of California is seeking experienced vendors to provide rater and scoring services for certified language interpreters, specifically for languages other than Spanish (OTS), through a request for proposals (RFP) issued by the Center for Families, Children, and the Courts (CFCC). The procurement supports the Language Access Services Program, which includes the Language Access Implementation (LAI) unit and Court Interpreters Program (CIP), with the primary objective of ensuring language access for Limited English Proficient (LEP) court users across California's 58 superior courts. Vendors must demonstrate a proven track record in interpreter testing and credentialing, with responsibilities including rater selection, scoring methodologies, and data collection for interpreter certification exams. Potential vendors are required to submit comprehensive proposals that showcase their expertise in linguistic assessment and court interpreter evaluation. Key deadlines include submission of questions by March 26, 2025, at 1:00 pm Pacific Time, with final proposals due by April 10, 2025, at 1:00 pm Pacific Time. Interested parties must submit their proposals through the Courts Bidders/Solicitations web page and follow the specific guidelines outlined in the RFP document.

While the RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, the procurement appears open to qualified vendors with demonstrated expertise in interpreter testing and certification. The contract aims to support the statewide court interpreter credentialing process, which involves administrative functions such as recruiting qualified interpreters and analyzing statewide interpreter data. Although specific budget ranges are not disclosed in the provided documentation, the comprehensive nature of the services suggests a substantial contract value commensurate with the statewide scope of the Language Access Services Program. The successful vendor(s) will be expected to integrate with existing court interpreter infrastructure and support the ongoing efforts to expand and maintain a high-quality pool of certified court interpreters across various non-Spanish languages. Interested vendors should carefully review the full RFP document (CFCC-2025-06-DM) to understand the complete requirements, evaluation criteria, and potential contract expectations.
