About this opportunity

Eugene Water & Electric Board (EWEB), an Oregon public utility, is requesting proposals from System Integrators to support its transition to participation in the Southwest Power Pool (SPP) Markets+ organized wholesale electricity market under RFP 26-123-PSC, Step 1, with proposals due July 31, 2026. This is a two-step sealed procurement; only proposers meeting all minimum qualifications in Step 1 advance to Step 2 for technical and cost evaluation.

EWEB encourages use of Minority, Women, and Emerging Small Businesses (MWESB) and other disadvantaged business enterprises; resident-bidder preference under Oregon law applies. The scope spans gap analysis, industry benchmarking, Markets+ roadmap development, technology assessment and procurement support, system implementation and integration, testing and go-live support, program management, and targeted training. The work supports EWEB's planned entry into SPP Markets+ on October 1, 2028, serving approximately 100,000 electric services in the Eugene area.

Minimum qualifications are stringent and represent the Step 1 pass/fail gate. Proposers must demonstrate at least five years of consulting or implementation experience with electric utilities, balancing authorities, transmission providers, or ISOs/RTOs; successfully complete at least two full implementation lifecycle engagements within the past five years involving CAISO's Extended Day-Ahead Market (EDAM) or SPP Markets+; demonstrate experience designing or implementing integrated utility technology solutions including bidding systems, ETRM systems, settlements systems, EMS, SCADA systems, and WRAP within the past seven years; serve as integrating authority across all workstreams and vendors for at least three utilities into organized wholesale markets; and show no contract terminations for default or breach within the past ten years.

Step 2 invitations are anticipated in August 2026. Project initiation is expected within 60 days of vendor selection. Responses must be submitted via the OregonBuys electronic bid site. Proposers must acknowledge receipt of all addenda and certify compliance with legal requirements and non-collusion standards.
