About this opportunity

The Eugene Water & Electric Board (EWEB) is requesting proposals for the design, fabrication, and delivery of a motor control center with integrated variable frequency drives and programmable logic controller panel for the City View 1150 Pump Station, with proposals due August 7, 2026 at 2:00 p.m. PT through OregonBuys.

Minimum qualifications are a pass/fail filter: proposers must demonstrate ten years in business supplying comparable MCC enclosures, delivery of MCCs to at least three municipal agencies within the past ten years, ability to meet the December 11, 2026 delivery deadline, and three verified references. Oregon Bureau of Labor & Industries prevailing wage requirements apply to all custom fabrication labor, including documentation of classifications, hours, and rates.

The scope includes one MCC unit, one PLC panel and enclosure, one UPS panel and enclosure, and site supervision services for installation, testing, and commissioning. The contractor must deliver all equipment to Eugene, Oregon by December 11, 2026, with delivery coordinated between 7:00 a.m. and 4:00 p.m. Monday through Thursday on an FOB Destination basis. All costs — project management, fabrication, freight, delivery, and site supervision — must be included in the total bid price.

Evaluation uses a single-tiered process across five categories: Proposer Experience (30 points), Proposer Qualifications (30 points), Ability to Complete On-Time/On-Budget (15 points), and Pricing (25 points), totaling 100 points. Pricing is scored on a formula where the lowest proposed cost receives maximum points. EWEB reserves the right to negotiate with the highest-ranked proposer and may terminate negotiations if agreement cannot be reached timely.

The contractor must obtain Commercial General Liability Insurance ($1 million per occurrence, $2 million aggregate), Automobile Liability Insurance ($1 million combined single limit), and Workers' Compensation Insurance with Employers Liability coverage before work commences. Questions and specification protests are due July 28, 2026, with addenda posted by July 30. EWEB anticipates announcing intent to award on August 17, with board approval on September 1 and contract award on September 8.
