About this opportunity
The Eugene Water & Electric Board (EWEB) is soliciting proposals for on-call crane services to support operations across its departments in Lane and Linn counties, Oregon, with proposals due August 31, 2026 at 2:00 PM PT via OregonBuys.
The scope covers diverse lifting and rigging services including equipment unloading, transmission pole setting, concrete vault installation and removal, substation equipment movement, stoplog and bulkhead placement at generation facilities, and personnel basket operations. Work locations span Carmen-Smith, Leaburg, and Walterville dams; substations throughout Eugene; water and electric equipment sites in Eugene; and the Hayden Bridge Water Treatment Plant in Springfield. Individual projects under the resulting contract are capped at $50,000 each.
Minimum qualifications are pass/fail gates: ten continuous years in crane services, five years of operator experience, ability to traverse 15% grade roads, current OSHA certifications and satisfactory OSHA records, dedicated operator availability with four-hour response time, and specific lifting capabilities (5,500 lbs at 90 feet; 18,000 lbs at 30 feet; 7,000 lbs at 60 feet; 80-ton hauling capacity). Contractors must obtain Commercial General Liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000), and Workers' Compensation as required by Oregon law.
The estimated contract value is $225,000 over a five-year term with no guaranteed minimum work amount. Pricing is evaluated on a 100-point scale: experience and capabilities (45 points), response time (20 points), safety (15 points), and pricing (20 points). Proposers must submit detailed pricing for three hypothetical projects, including hourly rates, mobilization/demobilization costs, standby charges, and all anticipated expenses. EWEB reserves the right to negotiate with the highest-ranked proposer and may use multiple award methods, including serial negotiations. Evaluation begins September 7, 2026, with Intent to Award that same date, Board approval on October 6, 2026, and contract award on October 8, 2026. No pre-proposal conference is scheduled.
