Electronic submission through OregonBuys is required; no pre-bid conference is scheduled.
EWEB seeks three distinct switchgear configurations: Item 1 (EWEB Item 492-00001800) with two 3-pole 600-amp disconnects and two 200-amp fuse positions with S&C SM-20 fuse holders (estimated annual quantity 5 units); Item 2 (EWEB Item 492-00001802) with three 3-pole 600-amp disconnects and one 200-amp fuse position (estimated annual quantity 3 units); and Item 3 (EWEB Item 492-00001803) with one 3-pole 600-amp disconnect and one 3-pole 200-amp fuse position (estimated annual quantity 1 unit). All goods must be new, unused, current production models with no prototypes allowed. Delivery is required within 90 days of purchase order receipt, with 48 hours' advance notice to EWEB's Transformer Shop.
The estimated contract term is five years from award, with automatic renewal on each anniversary unless the contractor provides 90 days' notice of non-renewal. Award will be made to the lowest responsive and responsible bidder. A reciprocal preference applies to out-of-state bidders equal to the preference given to local bidders in the bidder's home state. Contractor pricing must include all transportation, handling, and delivery charges on an F.O.B. destination basis, with contractor liability for loss or damage until final inspection and acceptance. A minimum 18-month warranty after acceptance is required, or any extended period the contractor routinely offers. Bidders must provide three current references for deadfront padmounted switchgear supplied to utilities in the western United States. Insurance requirements include commercial general liability ($1 million per occurrence/$2 million aggregate), automobile liability ($1 million combined single limit), and workers' compensation coverage. The contract includes sustainability requirements addressing waste reduction, fuel efficiency, environmentally preferred products, and support of minority-owned, women-owned, and emerging small businesses. All bids must comply with EWEB's Public Contracting Rules, Oregon Revised Statutes ORS 279A and 279B, and include a cover letter, completed bid form, acknowledgment of all posted addenda, and a sustainability questionnaire.
