About this opportunity

Montgomery County Municipal Utility District No. 162 (Montgomery County MUD No. 162) in Conroe, Texas, is requesting bids for landscape, irrigation, and sitework installation at the Evergreen Section 9 residential development, with bids due September 22, 2026, at 10:00 a.m. local time through CivcastUSA.com and a non-mandatory pre-bid conference scheduled September 9, 2026, at 2:00 p.m. via Microsoft Teams.

The scope encompasses sitework, landscape, and irrigation installation including waterline installation, sanitary sewer construction, concrete paving repairs, and comprehensive irrigation and planting work. The contractor must achieve substantial completion within a specified number of calendar days after Notice to Proceed and final completion (including maintenance) within 90 calendar days. A $500 per calendar day economic disincentive applies for completion delays beyond the specified timeframe.

Each bid requires a bid bond or certified check equal to two percent of the total bid amount. The successful bidder must furnish performance bonds, payment bonds, and maintenance bonds totaling 100 percent of the contract price for performance and payment, and 50 percent of construction costs for a two-year maintenance bond. The contractor must comply with Texas prevailing wage requirements under Chapter 2258 of the Texas Government Code, with a penalty of $60 per worker per day for non-compliance.

Bids must include a completed Texas Ethics Commission Form 1295 (interested party disclosure) as required under Texas Government Code Section 2252.908. Shea Homes Houston, LLC is the developer and responsible for contractor payments, though Montgomery County MUD No. 162 retains the option to assume payment obligations through written assignment. The owner is exempt from Texas sales and use taxes as a political subdivision; all contractors and subcontractors must pass on applicable tax savings.
