About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Department for Facilities and Support Services, Office of Building and Mechanical Services is issuing a Request for Bid (RFB) for the one-time purchase of event stage and accessories for Elliott County. The procurement encompasses eight line items totaling portable stage equipment and components, including polyester skirting in three different dimensions (8ft x 32in, 8ft x 8in, and 8ft x 24in heights with 14 units each), stage deck storage carts (6 units), 10-inch adjustable stage foot bases (12 units), stage inner legs 1.5in x 20in (12 units), stage outer legs 1.75in x 13in (12 units), and 16ft x 24ft portable stage kits (2 units). The solicitation was posted on November 1, 2024, with a closing date and time of November 19, 2024 at 1:30 PM Eastern Time. Written questions from vendors are due by November 8, 2024 at 3:00 PM Eastern Time, with the Commonwealth's response to questions scheduled for November 12, 2024 at 7:00 PM ET, and a bid reading scheduled for the closing date at 3:00 PM ET via conference line. All bids must be submitted electronically through Kentucky's eProcurement system, with pricing quoted as F.O.B. Destination Freight Prepaid and Allowed, excluding federal excise tax and Kentucky sales or use tax. The contract will be awarded on a best value basis using a scoring methodology allocating 95 points for price (lowest bidder receives maximum points) and 5 points for delivery performance, with a 30-day delivery requirement after receipt of order and one percent per day invoice deductions for delays beyond the contracted delivery date.
Kentucky resident bidders claiming resident bidder status and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with disabilities are eligible for reciprocal or preferential scoring under the evaluation criteria. All vendors must register with the Kentucky Vendor Self Service System prior to bid submission, allowing 24-48 hours for registration completion, and must submit Kentucky Tax Registration Form 10A100 and required affidavits, including the Annual Affidavit for Bidders, Offerors and Contractors (effective for one year and requiring notarization), prior to contract award. Bidders claiming resident bidder status must demonstrate authorization to transact business in Kentucky and provide evidence of one year of continuous Kentucky income tax filing, unemployment insurance fund payments, and active workers' compensation policy coverage. The affidavits establish compliance requirements across several statutory areas including Kentucky campaign finance laws, workers' compensation insurance per KRS Chapter 342, unemployment insurance contributions, sales tax registration, and conflict of interest provisions. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and payment will be made within 30 working days after receipt of goods or invoice in accordance with Kentucky statutes. No specific budget range or award value is provided in the solicitation documents.
