About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Department for Facilities and Support Services, Office of Building and Mechanical Services is issuing a Request for Bid (RFB) for Event Stage and Accessories through Elliott County. This one-time procurement solicits event staging equipment including two 16-foot by 24-foot portable stage kits with 4x4 decks and rubberized top coating on galvanized aluminum powder-coated frames, stage guardrails for three sides with stair openings, two six-step stairs with rubberized handrails and quick-connect brackets, polyester shirred stage black skirting in three heights (32-inch, 8-inch, and 24-inch in 8-foot lengths), stage deck storage carts (6 units), adjustable 10-inch stage foot bases (12 units), and telescopic stage inner and outer legs (12 units each). All bids must be submitted electronically through the Kentucky eProcurement system with pricing quoted on an FOB Destination Freight Prepaid and Allowed basis, exclusive of federal excise taxes and Kentucky sales or use taxes. The solicitation will be evaluated using a Best Value method allocating 95 points for price (lowest bid receives maximum points) and 5 points for delivery, with standard delivery required within 30 calendar days after award and bonus points awarded for faster delivery. Vendors' written questions were due March 12, 2025 at 12:00 PM Eastern Time with Commonwealth responses issued by 7:00 PM the same day, and the bid closing date is March 19, 2025 at 1:30 PM Eastern Time. Vendors must bid all line items to be considered for award and are subject to a 1% daily penalty for each day delivery is delayed beyond the contracted date.
Kentucky resident bidders are eligible for reciprocal preference consideration in the evaluation process. Qualified bidders including Kentucky Correctional Industries (20% preference), Kentucky Industries for the Blind, and certain nonprofit organizations serving individuals with severe disabilities (15% preference each) may receive additional preference points. Vendors must be registered in the Commonwealth's eProcurement system via the Vendor Self Service portal prior to bid submission and must comply with various Kentucky statutes regarding taxes, employment, occupational safety, workers' compensation, and unemployment insurance. All bidders are required to submit an Annual Affidavit for Bidders, Offerors and Contractors certifying compliance with Kentucky's campaign finance laws pursuant to KRS 45A.110 and 45A.115. Past vendor performance will be considered, and vendors with poor performance records in the previous 12 months may be deemed non-responsible and ineligible for award. No incumbent vendors or existing infrastructure integration requirements are listed for this procurement, and no specific budget or award value is disclosed in the solicitation documents.
