About this opportunity

The Baton Rouge Recreation and Park Commission (BREC) is requesting sealed bids for event inflatables, rides, entertainment services, and event accessories with bids due August 10, 2026 at 10:00 a.m. CST. This is a heavily compressed timeline (posted August 6, due August 10). BREC encourages participation from disadvantaged business enterprises (DBEs) certified under the Louisiana Unified Certification Program and provides preference consideration for products produced, manufactured, or grown in Louisiana.

The scope includes 28 standard rental items and 10 contingency items: bounce houses in three sizes, water slides ranging from 15 to 27+ feet, carnival rides (Ferris wheel, chair swings, bungee trampoline), interactive entertainment options, and entertainment services such as magicians, caricature artists, and face painters. All pricing must be all-inclusive of labor, materials, mileage, delivery, setup, staff attendants, and breakdown costs. Bidders must provide pricing for both hourly costs with attendant and daily costs with attendant for each item. BREC departments utilizing these services include Recreation, the Zoo, and Partnership & Development at various park locations throughout East Baton Rouge Parish.

The initial contract term runs from September 1, 2026 through December 31, 2027, with two optional 12-month renewal periods available if mutually agreed upon. BREC reserves the right to award all items to a single vendor or award items separately. Contractors must maintain comprehensive insurance coverage including workers' compensation with a minimum employers' liability limit of $500,000, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit, with BREC named as additional insured. Bidders must comply with E-Verify requirements, Louisiana Secretary of State good-standing requirements for corporations and LLCs, and restrictions on individuals with felony convictions related to public contracts. Electronic bids are accepted through www.bidexpress.com; paper bids must be submitted in sealed envelopes at 6201 Florida Boulevard.
