About this opportunity

The Washington State Department of Enterprise Services (DES) Facility Professional Services is soliciting sealed bids on behalf of Everett Community College for replacement of designated glazing units and perimeter exterior sealants at Parks Hall, with bids due November 19, 2026, and a pre-bid walk-through scheduled for October 27 at 10:00 a.m.

Voluntary numerical Diverse Business goals have been established at 10% MBE, 6% WBE, 5% SBE or PWSBE, and 5% Veteran-owned businesses; achievement is encouraged but not required. The project is subject to Washington State prevailing wage requirements applicable to Snohomish County. All contractors must register in the DES Diversity Compliance program (B2Gnow).

The scope includes demolition of existing windows, installation of replacement glazing units, and application of joint perimeter exterior sealants at Parks Hall, 2000 Tower Street, Everett, Washington. Supplemental bidder responsibility criteria require contractors to demonstrate successful completion of at least three similar projects of $500,000 or more within the past five years, with key project personnel holding comparable experience.

The estimated bid cost range is $75,000 to $215,000. Contract time for substantial completion is 120 calendar days from Notice to Proceed, with final completion required within 30 calendar days thereafter. Liquidated damages are assessed at $300 per calendar day of delay beyond contract time. Bid security of 5% is required for bids exceeding $35,000. Payment and performance bonds equal to 100% of the contract award amount plus state sales tax are required unless the contract sum is $150,000 or less, in which case the Owner may retain 10% retainage in lieu of bonds. No Washington State sales tax should be included in bid amounts; the Owner will include it in progress payments. Sealed bids must be submitted electronically through the DES Public Procurement Portal, with a virtual public bid opening on Microsoft Teams at approximately 1:30 p.m. on November 19.
