About this opportunity
The Kern County Superintendent of Schools (KCSOS) in partnership with the California Commission on Teacher Credentialing (CTC) is requesting proposals for development and evaluation of two educator recruitment and retention programs—the Student Teacher Stipend Program and the National Board for Professional Teaching Standards Certification Grants Program—with proposals due August 3, 2026.
The scope calls for a qualified vendor to design comprehensive evaluation plans and implementation strategy that will assess the effectiveness of these financial-incentive initiatives in recruiting and retaining educators in California. The evaluation plan will generate data to inform future state policy decisions on educator workforce development investment.
Funding is supported through the state of California. All questions must be submitted in writing via email to communications@kern.org.
