About this opportunity

Pierce County is requesting proposals for comprehensive evaluation services of reentry programs serving individuals transitioning from the Pierce County Jail, with proposals due August 7, 2026 at 1:00 p.m. and a questions deadline of July 31, 2026 at 4:00 p.m.

The scope requires the consultant to assess both County-provided and community-based reentry services, with deliverables including system-wide mapping of the current reentry process, analysis of program utilization with demographic disaggregation, identification of service gaps and barriers, review of comparable jurisdictions' best practices, and actionable recommendations for County investment. Phase 1 deliverables must be submitted to the Council's Performance Audit Committee by October 15, 2026. The evaluation will focus on outcomes related to housing stability, behavioral health, and workforce participation.

The contract value is $75,000 for the entire project scope. The initial contract term is 12 months with an option for one additional year of renewal pending negotiation with the selected firm. Funding derives from two sources: a $500,000 appropriation authorized in Resolution No. 2023-83 for the Pathways to Progress pilot program included in the 2026-2027 biennial budget, and $900,000 appropriated from the new Justice and Unified Safety Tax Fund for reentry programs.

Pierce County will award one contract based on weighted evaluation criteria: Consultant Information (5%), Qualifications and Experience (35%), Approach to Work (20%), Pricing (30%), and Accuracy and Completeness of Proposal (10%). Minimum requirements include an active Unique Business Identifier (UBI) number in Washington State and a valid federal tax identification number. The County reserves the right to reject any or all proposals, conduct reference checks and interviews with selected proposers, and will not reimburse proposers for preparation or submission costs.
