About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services is requesting quotations for Level 2 networked electric vehicle charging stations at five state locations, with quotations due September 16, 2019 at 4:00 p.m. EST.
The scope covers supply and installation of chargers at DEP facilities in Portland and Augusta (East Campus), DOT facilities in Augusta (Industrial Drive and Child Street), and DEP Bangor RMD/DDPC. Each site shall support simultaneous charging of two electric vehicles with chargers delivering a minimum of 7.2 kW continuous power per port. Chargers must be networked with point-of-sale functionality accepting multiple payment forms including phone apps, cards, and FOBs.
Network services are required for five years and must include customer billing systems, administrator monitoring and detailed usage reporting, flexible payment collection, over-the-air software updates, mobile app and browser map access, waitlist and notification features, 24/7/365 driver phone support, and weekday station owner support. Bidders must provide itemized quotes separately detailing unit and total costs for charger equipment, installation labor, networking services, and other costs, along with manufacturer and installer warranty information, extended warranty or service contract details, make-ready requirements, available payment options, and the method for electricity cost compensation to the State.
The initial contract term runs October 1, 2019 through September 30, 2020, with four optional one-year renewal periods extending through September 30, 2024. The State will evaluate quotations on a best-value basis considering conformity with specifications, quality of goods and services, delivery dates, and State interests, with lowest price among conforming bidders receiving preference. Quotations must remain valid for 180 days from bid opening. All deliveries are FOB Destination with shipping charges included in bid pricing. The State is exempt from Federal, State, and local taxes.
