About this opportunity
The Vermont Agency of Transportation is seeking proposals for the ESSEX-FAIRFAX STP FPAV (85) contract, a comprehensive highway infrastructure improvement project located in Washington County. The procurement focuses on a precise road rehabilitation effort along VT Route 128, spanning approximately 11.616 miles from Essex to Fairfax, with an additional 0.096-mile approach section. Specific project deliverables include fine-milling and resurfacing the existing highway, implementing guardrail improvements, updating pavement markings, and executing related highway infrastructure enhancements. The contract opportunity was officially posted on February 26, 2025, with proposals due by March 21, 2025, providing potential bidders approximately three weeks to prepare and submit comprehensive technical and financial responses. Qualified contractors will need to demonstrate significant expertise in highway reconstruction, surface treatment techniques, and municipal infrastructure development. While specific evaluation criteria are not explicitly detailed, typical state transportation contracts require demonstrated technical capability, past performance history, financial stability, and compliance with state and federal transportation standards.
No specific set-aside designations or enterprise restrictions were explicitly mentioned in the contract documentation. The procurement appears to be open to standard transportation and civil engineering contractors with appropriate state licensing and infrastructure construction credentials. Given the project's scope involving 11.716 total miles of highway reconstruction, estimated budget ranges likely fall within the $3-5 million range, though precise budgetary allocations were not specified in the provided documentation. The project's geographic focus on Washington County suggests potential preference for regional contractors with established Vermont infrastructure development experience. While no incumbent vendors were identified, the detailed technical specifications indicate a comprehensive rehabilitation effort requiring sophisticated road reconstruction capabilities. Prospective bidders should anticipate demonstrating advanced milling, resurfacing, guardrail installation, and pavement marking expertise as key qualifications for successful contract acquisition.
