About this opportunity

The State of Maine Division of Purchases is requesting quotations for ESCB Amplifiers & Headsets for E911 services, with quotations due December 31, 2013. No substitutions are permitted — the procurement mandates exact equipment specifications with no alternative products or equivalent models allowed, a single-source-equivalent constraint that filters bidder capability entirely on conformity to stated technical requirements.

Quotations must be submitted electronically through the State of Maine's Vendor Self Service (VSS) platform by 2:00 p.m. local time on the due date. Bidders must provide separate unit prices for each requested item and may submit additional or alternate quotations prior to closure. All supporting documentation, including MSDS sheets or specification sheets, must be uploaded within the VSS system; bidders unable to attach supporting documents must contact the assigned State of Maine Buyer for alternative submission instructions.

Award will be made to the lowest priced conforming quotation unless the RFQ specifies a combination of factors including quality, conformity with specifications, delivery time, and total cost, with price receiving a minimum 25% weight in evaluation. Delivery terms are FOB Destination, with the successful bidder responsible for all transportation charges to the required destination. The State's standard payment terms are net 30 days from receipt of a correct invoice. The State is exempt from federal and state taxes and should not be included in quoted prices.

Samples, when required, must be furnished free of charge and are subject to destruction or return at the provider's expense. The State reserves the right to reject any or all quotations, waive irregularities, partially accept quotations, increase or decrease quantities by up to 10%, and terminate contracts at its discretion. Bidders may modify their quotations until the official closing date and time.
