About this opportunity

The Oregon Department of Transportation is requesting competitive quotes for debris removal at the Hog Heaven stockpile site on the north side of US 26 at milepost 0.47 under RFCQ 73000-00017521, with quotes due August 13, 2026. This procurement is restricted exclusively to Emerging Small Business (ESB) firms certified by Oregon's Certification Office for Business Inclusion and Diversity (COBID) — only certified ESB vendors are eligible.

The scope covers removal and disposal of approximately 1,200 cubic yards of material consisting of mud, crushed rock from landslide debris, large woody debris, and possible asphalt chunks from a fenced stockpile site. The contractor must obtain all necessary environmental and regulatory permits, perform dust control, and ensure traffic control signage compliance with MUTCD standards. Work hours are 7:00 a.m. to 5:00 p.m. Monday through Friday, with no weekend or state-holiday work permitted. The contractor must perform at least 51 percent of labor using its own workforce.

The contract price is a lump-sum fixed amount covering all debris pickup, transportation, final disposal, landfill fees, and travel and equipment costs — no separate reimbursement is available. The completion date is June 30, 2027, with work commencing only upon Notice to Proceed. Payment occurs within 30 calendar days of invoice approval, with ODOT retaining 5 percent pending final completion verification.

The contractor must carry Commercial General Liability insurance with $1,000,000 per-occurrence and $2,000,000 annual-aggregate limits, Commercial Automobile Liability with $1,000,000 combined single limit, and Workers' Compensation coverage as required by Oregon law. All quotes must be submitted electronically through OregonBuys. The deadline for requesting clarifications or equivalent submissions is seven calendar days before the closing date. Quotes are firm and binding for at least 30 calendar days from closing. Award will be made to the responsible offeror whose quote best serves ODOT's interest, considering price and factors such as experience and expertise.

A. Work location is the "Hog Heaven" stockpile site on the north side of US26 at MP0.47, just east of the large, overhead sign truss bridge where US26 and US101 merge. There is an estimated 1,200 CYUDs of material to be removed. The perimeter of the site is fenced with gates. There are currently no locks on the gates so Bidders can access the site, and all material inside of the fence is to be removed.
