About this opportunity
Maine Department of Transportation, Bureau of Maintenance & Operations is soliciting bids on erosion control blankets for statewide supply and distribution to municipalities on an as-needed basis, with bids due February 11, 2010. A local-vendor preference applies: in case of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.
The scope is commercially produced, biodegradable rolled blankets measuring 4 feet wide by 100 feet long, containing evenly distributed organic fibers (excelsior, coconut, or a 70% straw / 30% coconut blend) sewn into non-synthetic biodegradable mesh. Blankets must withstand shear stress of 1.55 lbs/sqft and be installed using six-inch, 11-gauge minimum staples in a two-foot on-center triangulated pattern. The supplier must furnish staples in quantities sufficient for the specified installation pattern. Total estimated quantity is 180,000 square yards distributed across five Maine DOT maintenance locations: Presque Isle Garage (40,000 sq yds), Bangor Maintenance Lot (40,000 sq yds), Washington Maintenance Lot (40,000 sq yds), Scarborough Maintenance Lot (25,000 sq yds), and Dixfield Maintenance Lot (35,000 sq yds). All deliveries require 24-hour advance notice and are freight on board destination.
Award will be made to the lowest responsible bidder considering best value to the State, with evaluation factors including quality, conformity with specifications, delivery date, and ultimate cost. Quoted prices must remain in effect for the duration of the contract term. Bidders must include all trade or quantity discounts and state prices delivered to destination; cash discounts of 20 days or more will be considered in determining the low bidder. The State is exempt from Federal and Maine State sales and use taxes, and bidders should quote prices less these taxes. The Division of Purchases reserves the right to reject any or all bids, waive formalities, and increase or decrease quantities by up to 10 percent.
