Bidders must hold Oregon Construction Contractors Board or State Landscape Contractors Board licensure.

The apparent low bidder must submit the Good Faith Effort contact log and solicitation letters by 2:00 p.m. the day after bid opening. Bid opening is virtual via Zoom on October 21. City Council award is scheduled for November 17, 2026.
