About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking vendors to provide heavy equipment rental services for its Northwest District, covering 20 counties divided into Eastside and Westside regions. This Invitation for Bid (IFB) solicits rental pricing for various heavy equipment including dozers, backhoes, skid-steers, loaders, chippers, and other maintenance-related machinery. The contract period will run from April 4, 2022, through April 4, 2023, with options for three additional one-year renewals if both parties agree. Bids are due by April 4, 2022, at 2:00 PM CDT, and vendors must submit hourly, daily, weekly, and monthly rental rates for each equipment type. MoDOT will evaluate bids based on the most advantageous pricing and will contact the lowest bidder first when equipment is needed, with the right to move to subsequent bidders if the initial vendor cannot provide equipment within 24 hours. Vendors must be on MoDOT's approved rental list or sign the required master equipment rental agreements, and all equipment must meet specified minimum requirements and be properly maintained.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) businesses may receive preference in the bidding process. Vendors are not required to bid on all line items and can selectively provide pricing for equipment they can supply. No minimum purchase quantities are guaranteed, and MoDOT will not accept additional environmental fees, travel fees, fuel surcharges, delivery/pickup charges, or other miscellaneous charges beyond the quoted rental rates. The contract requires vendors to maintain commercial general liability insurance ($500,000 per person/$3,500,000 per occurrence), automobile liability insurance, and workers compensation coverage. While specific award values are not disclosed, the multiple-award contract structure suggests MoDOT intends to establish a pool of qualified vendors for equipment rental throughout the Northwest District's maintenance projects.
