About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB) for equipment rental services with operators for Highway District 2. This solicitation seeks bids for 15 line items of heavy equipment and operator services, including excavators with various attachments (bucket/grapple, hammer, and long-reach boom), tandem dump trucks, small and large dozers, skid steer loaders, light plants, cutting and grinding attachments, motor graders, escort trucks, wheeled loaders, and articulating trucks (30-ton and 40-ton). The equipment will be deployed on an as-needed basis across eleven counties in District 2 (Caldwell, Christian, Daviess, Hancock, Henderson, Hopkins, McLean, Muhlenberg, Ohio, Union, and Webster), with quantities ranging from 25 to 2,000 hours of operation per line item. All equipment must be provided in excellent mechanical condition with a qualified operator, and vendors must include all necessary maintenance, fuel, and repairs within the rental rate; vendors are not required to own all equipment but must be able to provide each piece readily. The contract will run from award through February 28, 2026, with four optional one-year renewal periods, and vendors must respond within a specified timeframe for routine work and within 48 hours for emergency situations, with a guaranteed eight-hour minimum per work order. Evaluation will be conducted on a best-value basis, with price weighted at 95 points and response time weighted at 5 points, with the lowest-priced bidder receiving maximum points and subsequent bids scored proportionally. Vendors must submit electronic bids through the Kentucky Vendor Self Service System by February 26, 2025, at 1:30 p.m. Eastern Time, with a tentative award date of March 5, 2025.

Kentucky resident bidders are eligible for reciprocal preference under KRS 45A.494 if they meet specified requirements, and preference for qualified bidders per KRS 45A.490-494 and 200 KAR 5:410 also apply. Vendors must maintain $1,000,000 in general liability insurance and Kentucky workers' compensation insurance, providing ACORD certificates naming the Kentucky Transportation Cabinet as an additional insured within ten days of award notice. All prices must be quoted F.O.B. Destination Freight Prepaid, and vendors are responsible for all mobilization, demobilization, and toll costs, with no expense to the Transportation Cabinet. Price increases are prohibited during the first twelve months of the contract; thereafter, increases require industry-wide justification and thirty days' written notice. Emergency mobilization compensation of $750 per equipment piece is provided if work begins within 24 hours of notification. The Commonwealth will reimburse only for actual hours of equipment use, and all bids remain valid for a minimum of 90 calendar days after the bid closing date. No specific award value or budget range is disclosed in the solicitation documents; pricing is to be competitively determined through the bidding process.
