About this opportunity

The state of Kentucky, through the Kentucky Transportation Cabinet Division of Purchases, is seeking bids for the rental of modified rotary drills with operators to install railroad rails and related construction services for District 12 projects funded by the Federal Highway Administration's (FHWA) Emergency Relief program. The RFB requires vendors to provide a minimum of two drills capable of drilling 7-10 inch diameter holes to install railroad rails up to 39 feet long, with the ability to drill offset holes a minimum of 5 feet from the edge of the truck or track. The successful vendor must be able to drill and install 800 feet of railroad steel per 8-hour workday per drill. The RFB also includes requirements for cribbing, excavation and backfill, geotextile fabric, cyclopean riprap, guardrail removal, and traffic control. Bids are due by 1:30 PM on March 19, 2024, and the tentative award date is April 1, 2024. Pricing will be evaluated on a best value basis, with 95% of the points allocated to price and 5% to response time.

The contract will be subject to Kentucky's reciprocal preference for resident bidders and preferences for qualified bidders, including the Department of Corrections' Division of Prison Industries. The federal funding source requires compliance with Davis-Bacon Act wage requirements and Buy America/BAPA provisions. The total contract value or budget range is not provided in the information given.
