About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is requesting bids on a master agreement for equipment rental with operators serving District 9, with bids due November 4, 2026 at 1:30 p.m. Eastern Time. Questions are due October 21, 2026; responses to questions are provided by October 28, 2026.
The scope comprises 17 line items of heavy equipment with operators: small and large dozers, track-mounted excavators in various sizes, tandem and articulated dump trucks, tri-axle dump trucks, motor graders, wheel loaders, brush grinder and hydraulic ram attachments, skid steer loaders, sheepsfoot rollers, and escort trucks. Equipment quantities range from 20 to 1,400 hours. Detailed specifications cover horsepower, bucket capacities, boom reaches, and attachment configurations for each item. The vendor must furnish equipment in excellent mechanical condition, fully operated with one operator per piece (except light plants), and including all maintenance, repairs, fuel, and lubrication. Equipment delivery is F.O.B. Destination Freight Prepaid and Allowed, with no expense to the Transportation Cabinet. The vendor guarantees availability for routine work within stated response time and for emergency work within 48 hours, with a minimum of eight hours per work order.
Pricing is the sole evaluation criterion worth 100 points; award goes to the lowest responsive bidder. The master agreement is effective from award through November 30, 2027, with options to extend for four additional one-year periods with mutual written approval and potential renegotiation of terms. Penalty provisions apply: 1% per day for routine work delays and $1,000 per day for emergency work delays beyond 48 hours, with immediate contract cancellation possible after 72 hours. The vendor must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus automobile liability insurance of $1,000,000 for vehicle use.
All bids must be submitted electronically through the Kentucky Vendor Self Service eProcurement system; vendors must be registered in that system prior to submission. The tentative award date is November 30, 2026. Compliance with Kentucky statutes regarding non-discrimination, workers' compensation, tax compliance, and prohibitions on contracting with firms employing illegal immigrants is required.
