About this opportunity
The Kentucky Transportation Cabinet Division of Purchases is requesting bids for offset rotary drill equipment rental with operator services for Highway District 6, with bids due July 22, 2026 at 1:30 p.m. Eastern Time through the Kentucky Vendor Self Service portal. Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofits serving individuals with severe disabilities receive statutory preferences.
The scope covers one truck- or track-mounted rotary drill rig modified to drill 7- to 10-inch diameter holes in soil and rock with offset capability of at least five feet from the carrier edge, rated for 130+ horsepower with 16,000 pounds pull-down pressure and 300+ CFM air compressor. The drill rig must achieve depths up to 40 feet from road elevation. Line item 1 estimates 23,000 linear feet of rotary drill services with operator; line item 2 estimates 8,000 linear feet of vendor-furnished railroad steel rail installation (department-furnished steel also permitted). Vendor must maintain a minimum production rate of 800 linear feet of installed railroad rails per 8-hour workday, guarantee routine-work response time per specification, and respond to emergency calls within 72 hours. Liquidated damages of $500 per day apply for failure to meet production rates or response time commitments.
The initial contract period runs from award through July 31, 2027, with four optional one-year renewal periods at mutual agreement and price renegotiation permitted. Pricing is quoted per linear foot on an F.O.B. Destination Freight Prepaid basis, with prices firm for twelve months and subject to industry-wide adjustment thereafter upon written justification. Estimated drilling footage is non-guaranteed; the Commonwealth purchases only quantities required during contract term.
Evaluation allocates 95 points to price and 5 points to response time. Vendors must maintain Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, plus Automobile Liability and Workers' Compensation insurance as applicable, with Certificate of Insurance provided prior to award. All vendors must register in the eProcurement system 24–48 hours before closing and submit affidavits regarding resident bidder status, contractor employee documentation, and artificial intelligence use. The tentative award date is August 3, 2026.
