About this opportunity
The Kentucky Transportation Cabinet's Division of Purchases is requesting bids for equipment rental services comprising one modified rotary drill with operator for Highway District 6, with bids due July 22, 2026 at 1:30 p.m. Eastern Time. The contract is federally funded through the Federal Highway Administration and subject to Davis-Bacon Act wage determinations, Buy America, and Build America Buy America (BABA) Act compliance, including domestic steel and final assembly in the United States — these are hard eligibility constraints.
The scope is a truck or track-mounted offset rotary drill capable of drilling 7" to 10" diameter holes in soil and rock, installing steel railroad rails up to 40 feet in length (130–140 pounds per linear yard), with minimum 5-foot offset capability from tire or track edge to hole center. The drill must be powered by a 130+ horsepower motor with 16,000+ pounds pull-down pressure and 300+ cubic feet per minute air compressor. The estimated scope includes 10,000 linear feet of drilling and 7,000 linear feet of vendor-furnished railroad steel. The contractor must furnish site support labor, equipment, and supplies including acetylene blowtorches, chains, hooks, and cables and maintain a minimum production rate of 800 linear feet per 8-hour workday. Emergency response is guaranteed within 72 hours of notification. Pricing is submitted on a per-linear-foot basis; the contractor bears all mobilization, demobilization, inter-site transportation, and toll costs.
The initial contract period runs through July 31, 2027, with four optional one-year renewal periods. A Disadvantaged Business Enterprise goal of 0% is established; bidders are encouraged to consider DBEs for subcontracting. Required insurance includes Commercial General Liability ($1 million per occurrence / $2 million aggregate) and Automobile Liability ($1 million combined single limit). Liquidated damages of $500 per day apply for failure to meet the production rate or delays in beginning work. Bid submission is mandatory through the Kentucky Vendor Self Service eProcurement system at https://vss.ky.gov; electronic submission only. The anticipated award date is August 3, 2026. Contact: Nick Cavender at 502-782-3979 or Nicholas.Cavender@ky.gov.
