About this opportunity

The Kentucky Transportation Cabinet's Division of Purchases on behalf of Highway District 6 is requesting bids for equipment rental services comprising one modified rotary drill with operator and related support under an RFB, with bids due July 22, 2026 at 1:30 PM Eastern Time. A 0% DBE goal is established; this is not a set-aside.

The scope is a truck- or track-mounted rotary drill equipped with a minimum 130 HP motor and at least 16,000 lbs pull-down pressure, capable of drilling 7" to 10" diameter holes in soil and rock, and handling steel railroad rails up to 40 feet in length (130–140 lbs per linear yard). The drill must achieve offset holes a minimum of five feet from the truck tire or track edge and be supported by a 300 CFM or greater air compressor. The vendor provides site support labor, miscellaneous equipment, and supplies (acetylene blowtorches, chains, hooks, cables). Line item one covers drilling of 10,000 linear feet; line item two covers vendor-furnished railroad steel of 7,000 linear feet. Pricing is submitted on a per-linear-foot basis for drilling, with a minimum production rate of 800 linear feet per 8-hour workday or liquidated damages of $500 per day apply at the Project Engineer's discretion. The vendor must respond to routine work within a guaranteed response period and emergency work within 72 hours.

The Master Agreement runs through July 31, 2027, with four optional one-year renewal periods subject to written approval and potential renegotiation. FHWA funding applies; the vendor must comply with Davis-Bacon Act wage determinations, Buy America requirements, and Build America Buy America (BABA) Act provisions. The Commonwealth provides railroad rails and site preparation; the vendor is responsible for all mobilization, demobilization, and removal of unused materials. The vendor must maintain $1 million per-occurrence general liability insurance, $1 million combined-single-limit automobile liability insurance, and Kentucky Workers Compensation Insurance. The anticipated award date is August 3, 2026. Responses are submitted via the Kentucky Vendor Self Service e-Procurement system.
