About this opportunity

The Kentucky Transportation Cabinet, Division of Purchases, is soliciting bids for a master agreement to provide equipment rental services—one modified rotary drill rig with operator for Highway District 5—with bids due July 24, 2026, at 1:30 p.m. Eastern Time. A Disadvantaged Business Enterprise goal of 0% has been established; the contract is subject to Buy America and Build America, Buy America (BABA) requirements, and all manufacturing processes for steel and iron materials must occur in the United States.

The drill rig must be truck or track-mounted with a motor of 130 HP or greater, at least 16,000 pounds pull-down pressure, and a 300 CFM or greater air compressor. It must drill 7" to 10" diameter holes in soil and rock, offset a minimum of five feet from the edge of the truck tire or track on 15% slopes, and install department-furnished steel railroad rails up to 40 feet in length. The scope covers an estimated 1,000 linear feet of drilling work, though quantities are not guaranteed. The vendor must maintain a minimum production rate of 800 linear feet of installed railroad rails per 8-hour work day and respond to routine work requests as soon as possible and emergency work within 72 hours.

The master agreement commences no earlier than August 1, 2026, and extends through July 31, 2027, with four optional one-year renewal periods at the discretion of both parties. Pricing is submitted on a per-linear-foot basis with F.O.B. Destination Freight Prepaid terms; all mobilization, demobilization, and site support labor are included at no additional cost to the Transportation Cabinet. Pricing is firm for the first 12 months; price increases thereafter require 30 days' written notice and industry-wide justification. Liquidated damages are assessed at $500 per day for failure to meet the minimum production rate or to begin work within the designated response time.

The vendor must carry commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability insurance of $1,000,000 combined single limit, and Kentucky Workers' Compensation Insurance. All bids must be submitted electronically through the Kentucky Vendor Self Service system. Questions were due July 13, 2026, with responses provided by July 17, 2026. The anticipated award date is August 10, 2026.
