About this opportunity

The Kentucky Transportation Cabinet, Division of Purchases, is soliciting bids for rental of a modified rotary offset drill with operator to install railroad steel piling for slide repairs on state highways, with questions due November 11, 2026 and bids due November 25, 2026 at 1:30 p.m. Eastern Time. Kentucky resident bidders are eligible for a reciprocal preference against nonresident bidders under KRS 45A.490-494.

The scope covers drilling 7-inch to 10-inch diameter holes up to 40 feet deep in soil and rock in District 9 (Flemingsburg District), with support services including traffic control, railroad rail provision (department-furnished or vendor-furnished), cribbing, excavation and backfill, laborer and bucket truck services, and filter fabric installation. The solicitation has thirteen line items in two groups, and vendors must bid all lines within a selected group to be considered. Estimated quantities include 7,500 linear feet of primary drilling, 1,000 traffic control man-hours, 3,000 linear feet of railroad steel, and 6,000 cubic yards of excavation and backfill. Minimum production is 600 linear feet per 10-hour workday, and liquidated damages of $500 per day may be assessed if that rate is not met.

The contract runs from award through December 31, 2027, with four optional one-year renewals requiring written approval from both the vendor and the Division of Purchases. The Commonwealth may extend the contract up to 90 days beyond all renewal periods. Pricing is evaluated on a best-value basis with price as the sole measurable criterion (100 points maximum), and the lowest-priced conforming bid receives the maximum score. Past vendor performance within the last 12 months may be considered, and vendors with poor records may be deemed non-responsible and ineligible for award.

The awarded vendor must carry commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, with certificates due before award, plus automobile liability insurance if applicable. The contractor must comply with Kentucky statutes covering tax, employment, workers' compensation, and unemployment; air quality requirements under 401 KAR 63:010; and OSHA respirable crystalline silica standards. Bidders must register in the eProcurement system at least 24-48 hours before bid closing and submit electronically through Kentucky Vendor Self Service at vss.ky.gov. Hard copies and emailed bids are not accepted. Tentative award is December 16, 2026.
