About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is seeking qualified vendors to provide equipment rental services for drill and blasting operations in support of Highway District 11, which serves Carter County. The procurement encompasses drilling and blasting services including rock fracturing, stable final rock cut face construction, and presplit blasting techniques. Vendors must furnish a licensed Kentucky blaster responsible for determining hole patterns, blast sequences, hole diameters and depths, explosive quantities, and related blasting accessories. The scope of work includes four line items: hand-operated rock drilling equipment (priced hourly with minimum 160 CFM air compressor, drill bits, and hoses), hydraulic track drilling equipment (priced per linear foot, capable of drilling 2.5 to 5-inch diameter holes to depths of 30 feet), and two blasting agent service options for holes up to 10 feet deep and for additional depth exceeding 10 feet (both priced per hole or per foot). Vendors must submit bids electronically through the Kentucky eProcurement system by August 10, 2022, at 1:30 p.m. Eastern Time, with a public bid reading conducted via telephone conference line at 3:00 p.m. the same day and a tentative award date of August 15, 2022. Award will be based on best value using a ranking approach allocating 95 points to price and 5 points to response time, with vendors required to guarantee response to emergency situations within 48 hours and provide at least two 24-hour contact phone numbers; response times exceeding five calendar days will be rejected as non-responsive. The initial contract period begins upon award and expires July 31, 2023, with options for four additional one-year renewal periods. Vendors must maintain Contractor's General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, with an ACORD certificate required within ten days of notice of award.

Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries may receive preference points. All vendors must submit the required 2022 Annual Affidavit for Bidders, Offerors, and Contractors certifying compliance with Kentucky campaign finance laws, sales and use tax registration, good standing regarding state taxes and fees, and adherence to state boycott prohibitions and lobbyist restrictions. Mobilization costs are set at $750 per piece of equipment that must be delivered and operational within 24 hours, with failure to respond within 72 hours potentially resulting in immediate contract cancellation. The bid sheet requires vendors to enter actual pricing for all four line items and provide manufacturer and model information for all equipment, with specifications subject to verification during evaluation. No specific budget range or incumbent vendor information is provided in the solicitation documents. The contract is subject to all Commonwealth of Kentucky procurement regulations, General Conditions and Instructions for Solicitations and Contracts (FAP 110-10-00), and compliance with all federal, state, and local regulations regarding explosives handling, transportation, storage, and use.
